(1) Notwithstanding anything written elsewhere in this regulation, if it is found that there will be serious human loss if it is found that there will be serious human loss if it is found that serious human loss is not provided to the victims of serious incidents including burns, acid use or splashing or burns with such substances, for the purposes of rescue, medical treatment, rehabilitation etc. The chairman of the executive committee may provide the victim with an appropriate amount from the fund based on the need and propriety.
